In python 3.13, expressions are evaluated whether or not they are asked to be printed or not. Is this due to a new version of python or the fact that there is no console, or something else?

Where did you run this? It doesn't look like the Khan Academy IDE.
If it wasn't on Khan Academy, is there a better place to ask about changes to the Python programming language itself?
What you are using is the command prompt or terminal of the interpreter.
You can do the same thing with any standard version of Python, e.g. 3.8 etc
Note that the course uses a code editor, not a terminal. As a result, the behaviour is a bit different.
In short, there is no problem.
The >>> indicates you are using the REPL environment. Read – Evaluate – Print – Loop.
REPL environments are available for many programming languages, primarily interpreted programming languages such as Python.
It is not “a Python thing” but that is how you invoked Python. Essentially you have started a Python program.
