Here is the way I solved this:

$9.88 (.04) = .395 or .40 This is the fee charged.

$9.88 - .40 = $9.48 (dollar amount spent without charge).

602/9.48 = 63.50 r/$

The answer key says 63 r. Would my answer be marked wrong?

Let x be the original charge before the 4% tax

x+(0.04)x= 9.88

(1.04)x= 9.88

x= 9.5 , so 9.5 was the original price before the implemented tax

and when you divide the 602 rupees by the original price in dollars to get the exchange rate 602/9.5
you'll get 63.3, rounding it to next whole number makes it 63.
