Soliciting Votes - Exception?
I have seen a few programs on Khan Academy that say “If you enjoy my program, please consider subscribing/voting.” Is this against Computer Programming guidelines? Or is there an exception?
That doesn't sound like soliciting to me. I could be wrong, but that just sounds like a friendly request for feedback.

Providing a link to a subscription page and politely asking users to subscribe is perfectly fine, but directly asking for votes (or clearing implying this) is considered vote-soliciting and could lead to the project being hidden from the Hot List.
I agree that the specific example you gave doesn't sound that malicious, but unfortunately there's many users that like to stretch the guidelines in order to get votes. We've found that this kind of thing is generally distracting in our community, and we would much rather encourage programming for the sake of learning and growth rather than for the sake of votes.
