The START OVER feature

I have students who use the start over feature so so so often.  When I'm grading, I don't use the percentages. I look to see how many they got right. I know that if they ask for a hint, the system marks the problem incorrect, which I like.  Then even if they do the same problem over correctly, it is still listed as incorrect, as it should. Here is my questions:

Q: If a student gets a question wrong, and then hits start over and gets the SAME question right, does the data list it as correct? 

Q2: If the system DOES mark it correct, then how do I shut this feature off? I have a student who during the 70 topics of "Getting ready for Geometry" hit start over 131 times.
