I've been working on here for about a week now, and I'm nearly level 4 on all my subjects. My question is: how well should I be doing on these level 4 practices to expect to get at least a 1300? Are these questions equivalent to the absolute hardest questions I'll see on the test (meaning if I can get ~90% on these practices, am I well prepared for the test)?

If you're getting most of the practice questions right, that's definitely a good sign! However, not all of the practice questions are going to be as hard as the hardest questions on the SAT, and taking a few practice questions at a time is not anything like taking the multi-hour SAT.
To get a good estimate for what your real score may be, I highly recommend taking one of the full practice tests. This will more accurately simulate the difficulty and length of the exam, and will help give you more personalized feedback on which areas need the most work.
