No you aren't banned. 

There is just a rate limit in posting comments/questions/t&t's. It means you just finished your comment limit, when its the "Too many posts of this type in a short amount of time"
It'll last a few hours only. This is common, specially if you're very active in commenting this may happen so no worries you aren't banned.

Sometimes it happens even when people have not made too many posts -- it is a known glitch that Khan Academy is trying to troubleshoot.  It happened to me many times in the past year.

If you think you have made fewer than 100 posts in 24 hours, Khan Academy could use data from your experience to help figure out what is causing the problem. I didn’t post more than one-hundred on that one single article that day. Thank you. That is very nice of you. I’ll read it now.

It's not 100 on a single article, it's 100 posts of any kind in any content discussion area on Khan Academy, so the total Questions/Answers/Comments you post in 24 hours in the courses (such as math, reading, science, ...).

yeah, I am currently having that exact problem.
I was wondering if this feature could be removed, as I have only posted I think closer to 20 times.

Oh. I only posted…not even once! That was the first post on the activity that day. I tried posting, no. I didn’t flag more than one hundred, so why is that happening?

I see 2 possibilities:
1) You made many posts the previous day less than 24 hours before, and trying to make the 100th post the next day triggered the temporary block;
2) You experienced a known glitch that Khan Academy says they are trying to figure out.

If you had not made 100 posts within 24 hours, I ask your help with giving Khan Academy information to help them figure out why the system sometimes blocks people when it shouldn't.  I made a post about the problem 7 months ago, and Evan Lewis (KA Support Advocate) has a list in the thread with information that would help them diagnose the problem.  The post is titled "Is anyone else bumping into the rate limit for posting, even though posting fewer than 100 times/day?"; I posted a link in a comment earlier in this thread.
