I have 3 school age children 7, 9, and 10. The grades are 2nd, 3rd, and 5th currently. We are having problems with virtual learning through our local school district. I am contemplating pulling the kids out of public virtual learning and opting for homeschooling. My 2nd and 5th graders have an IEP thru the school that we are doing the virtual learning thru. Can we create a school plan that is personalized for each student?

The core concept for Khan Academy is self-paced learning. Some people can zip through an entire unit in a day or two. Others need to take several days on a single lesson.
If you have IEPs, I would highly suggest using KA first as a supplement, that way you wouldn't lose your IEP if you decided khan isn't a good fit for your kids.
Personally, I never map out a year's progress. I give a pretest, teach the lessons that need work, then the student practices until they show sufficient understanding. Finally, they test to show mastery.
