This member said he received permission from his cousin to copy the program. Is this allowed? If it is allowed, would please update your guidelines, as this is extremely confusing and upsetting for many. Thank you.

According to the guidelines, plagiarism is:
A user pastes code from multiple programs without giving credit/links to those programs in comments at the top of the program.
He has added credit/link and added many new features and code to it. Since he complied by the rules, i guess it's allowed.
This seems to be a question which relates to plagiarism, copyrights, and academic honesty.
For copyright, the owner of the copyright can give away the rights to copy to anyone, including both with and without restrictions.
For academic honesty and plagiarism, if you submit something to be graded that uses someone else's work, in whole or in part, you need to give credit to the original author. There are limitations in how much material you can use and it is not based on how much you add, but by how much you copy.
