I created my account (for me) and added one child. His courses were being tracked
But now I added a second child. I don't seem to be able to start courses tracking in a clean state
Am I missing something? I can have 2 kids both learning different courses and tracking them independently, no? How do I do that?

If you've created an account for each of your kids, you can view their activity via your Parent Dashboard. If you're wanting to get a more detailed report of their mastery progress, I encourage you to use the teacher functionality instead. You can find the teacher getting started resources here.
Please note that both of your children must login to their own accounts in order for their progress to be tracked separately. They should not be logging into your account, as this will cause progress to be logged under your name and not theirs.
If you're still having trouble with this, I encourage you to submit a support ticket. One of our support agents can then take a look at the accounts involved here and provide you with some more detailed information.
