Since the number of votes on the program is publicly displayed on the program itself and below the thumbnail, including the vote count in the thumbnail or the program comments does not break the guidelines. We understand that many users are motivated by the votes, so it's understandable that many users would want to share their program's accomplishments.

However, it is important to note that explicitly requesting votes ("Can you vote this up?") or posting vote goals ("Can we get this to 20 votes?") is considered to be vote-soliciting and will result in the program being removed from the Hot List.

In response to your other question, there is not a way to view Help Center notifications directly on the site. However, you should receive email notifications for posts and topics that you are following.

Actually, I've got another question - the game "Mr. Jump" on the top list (1971 votes) says "Let's go get those votes!" On it. I'm assuming that's vote soliciting, right?

Yes, including a comment like that would be considered to be a form of vote-soliciting.

Then I'm wondering why it hasn't been hidden yet.
