I'm not quite sure what you're meaning by "can no longer open their courses". If they navigate directly to the course, are they able to see the course content? If not, could you please provide a screenshot of what they are seeing?

The "Not feeling ready for this? Check out Get ready for the 5th grade." banner is shown to all users on the site to allow easier access to foundational materials. However, all users should be able to access all of the courses at any time, regardless of whether or not they have completed the previous grade levels.
