You could give the answer twice, once in each language.

In most cases, nothing can let the evaluator knowing the language. So "both" languages does not mean something. Is it "english" + something else ?
Also, evaluators are not necessary able to write in english, but in their own language. Evaluate a program in his language is possible, asking to make answers in multle languages is not (depending on the evaluator knowledge).
Also, a lot of program needs evaluations with multiple days of pending, with not a lot of evaluators... So making the evaluation easy and quick will make life easier both for evaluator and KA. Asking answering twice is not going in that direction.
I did answering twice in an evaluation (in a case where i had a doubt about the language) but it´s too much work and time consuming. This experience give me this idea of functionality :
In the list of program to evaluate, getting the language of the programmer before clicking in evaluation detailed page, will be perfect.

I understand; that's an excellent idea.

At present, each user can set the site language by changing the preferred language in their profile settings, which is where they are taken if they click on the 'change language' link at the bottom of each page. Perhaps the value of this setting can be displayed with each evaluation or code help request.

An alternative would be to have a drop-down menu of languages appear when a user requests an evaluation or help with their code. The user would then have to identify their preferred language before confirming their request.

But for some users, this might significantly increase the time they would have to wait before receiving help. Perhaps the user could select multiple languages, if they know more than one, and be able to change their choice if they are tired of waiting and are willing and know how to use google translate or some other tool.

You are completly right. It´s not a simple point...
Let´s keep it simple first by displaying the prefered language in each evaluation or help request.
Then, the user do not have anything more to do when requesting (simplest). And this info is just "for information" for the evaluators, as the "prefered language". Evaluators with same languages will be able to priorityze evaluations and give understandable feedbacks for the user. But knowing his own languages knowledge, the evaluator can give feedbacks in other languages when possible.

I really like the idea of a way to tell what languages the programmer understands when selecting a project to evaluate. This sounds like a feature request.

One workaround for now is for people to indicate languages understood as comments in their program and as part of their profile.
