Where is the documentation section for coding located?

The documentation section for the JS programs are located underneath the program, near the tabs that say "About" and "Spin-offs":

Once you click it, you should be able to scroll down to see all the commands and functions in it.

If you'd prefer to view it in a separate tab, the documentation section can also be found at this link: https://www.khanacademy.org/computing/computer-programming/pjs-documentation.
