When should you down vote someone's comment?

I did a help request and the person who answered didn't appear to have knowledge of what I was asking. They continually responded something that was not helpful to the question I asked. Should I down vote his answers or is that only when someone is using the comment section in inappropriately? This is our correspondence:

me- I would like to be able to press a key and increase the size of my bear. I tried to copy the documentation but it didn't work. What did I do wrong?

him- The program is not animated. See https://www.khanacademy.org/computing/computer-programming/programming/animation-basics/pt/making-animations

me-I am aware that it is not animated, I am trying to figure out how to make it animated when you press a key. Do you know how to do that?

him-Yes, I know how to animate programs. See the tutorial on animations that I referenced above

I apologize for the unhelpful information you received for your project! Please note that Help Requests are answered by community members so there may occasionally be off-topic or inappropriate replies not aligned with what Khan Academy wants for learners. There may also be unhelpful information that does not solve your issue.

In the case that answers are unhelpful to you, I encourage you to go ahead and delete that Help Request and send a new one requesting for help only from someone who hasn't yet responded to you.

Meanwhile, I would be honored to be able to help you with your work! First, I invite you to look at the Documentation, a friendly resource available as a tab under all of your programs where you can find references to a variety of programming concepts. One of those includes a "keyPressed" function which I encourage you to review. Additionally, if you have not yet read about variables and their uses, I think you may find that useful as you try looking into how you can increase the size of a bear when there is user interaction.
