It asks for:

Remainder=__________
Why does it want 8 R13?
Why is it not 8 R13/14?
The answer is 8 13/14
8 R13 is an incomplete answer. Why do we teach our children an incomplete story of what the answer really is? The remainder is literally 13/14. Not just 13. What is the advantage of teaching the remainder as a whole number?

The remainder is the part that is left over from a division problem, not a decimal/fraction. Let's look at it with a simpler example.
19 cannot be divided exactly by 5.
The closest you can get without going over is 3 x 5 = 15, which is 4 less than 19.
So 4 is the remainder
So the answer of 19 ÷ 5 is "3 with a remainder of 4", which means that 19 can be divided by 5 into 3 parts but with 4 left over, and is usually written "3 R 4".
If we were looking for an answer in a decimal, then 3 4/5 would be correct.
