Sustainable Infra Development

I understand it depends on a lot based on geography, govt, climate. economics etc as what needs to be considered as part of city plan. However if we consider a general city then as a generalisation 90% what all things should be kept in mind for sustainable infra development.

As far as i understand high level things to be covered could be:

1) 90% things to be considered as part of city planning given empty barren lands
2) Cities which have been role model with sustainable development as aim.
3) Public transport model-. Aim could be everyone has the easy/affordable access in terms of transport for office/school. We build the infra in such a way people dont feel the need of private transport themselves.
