I am trying to set up a generic algebra 1 course and biology course for anyone in my district to join. I am not having any luck assigning content without students. How can I set up the course without having students in it. Meaning how can I send out the course codes and have the content there when they log in. I don't want to have to check this daily to add content when each student logs in.

The site won't allow you to create active assignments until there is at least one student in the class, however you should be able to get around this by adding yourself as a student.
To do this, you'll need to get the Class Code from the Settings tab in your class. Then, go to your Teachers page and enter the class code to join the class as a student. This should then allow you to assign content now that there's a student in the class (yourself!), plus this will allow you to preview the assigned content and also demo things from the student view.
Once the students join, they will automatically be assigned all active assignments (those that are not past the due date) with no additional action required on your part.
