People having to search for guidelines
Currently, guidelines are down under a program near the documentation. I have been scouring the questions section for a while, and users often ask questions about simple things that are in the docs(meaning they likely didn't see that). Additionally, many users put T&T in the questions section.
To get to my point, the guidelines being down there as well is a little annoying. Most users abide by them, but I have encountered lots of vote soliciting from people who 'didn't know that was against guidelines'. It's quite possible that some are lying, but I do believe at least some tell the truth. I believe that if the guidelines are put in a better place, or force you to read it, it would cut back on some stuff.
I think that before making your first post AND you first project, the guidelines should pop up. You shouldn't be able to close it immediately, so that way people will be more likely to read it. This way, all users should have read the guidelines, which will cut back on some flag-gable posts and programs.
Any suggestions to improve this, or other ideas?
