Flagging

So I made a JavaScript program in which I asked for votes. After someone pointed out to me that it was wrong and flagged me, I removed the asking for votes part. Because it was flagged, no one else can see it but me, even though I removed the question. Am I allowed to create a new program with the same code with out the illegal part?
