Is ban evasion allowed?

There have been many people (in the Computer Programming section) who have been banned recently, and many of them have sent in ban appeal forms. But I only know this because they said as much on new accounts they had made.

These users are making new accounts to do things they could not otherwise do on their banned accounts (posting comments, making programs, etc.).

They are doing things that the Guardians did not want them doing on their banned accounts, which makes ban evasion a way to get past the rules. And in two or three days, I've seen at least 3 people posting that they were banned. Why would they say so, unless they didn't know that ban evasion is not allowed (by this reasoning)?

The only place I can find mentioning whether ban evasion is allowed is this comment by ENDER HΛVEN『』 . Is there a rule against ban evasion in the guidelines elsewhere? If so, I can't find it, though it would be understandable that knowledge about the loopholes is not trying to be spread. But, if it is encountered, should ban evasion be flagged or not?
