Are you seeing this on all projects, or only for specific projects? Could you also please share the link to that second project (the one that's not yours)?

Ah, I see! It looks like you're viewing the Questions tab on one of your own projects? In that, case this is intentional---users are not supposed to be able to ask a Question on their own projects....
