I have been trying for days to delete an account so I can link the email address to a different account. I have followed the steps to delete, waited 24 hours, and tried to link the email to the different account. I keep getting a red box saying that address is already linked to an account!

Are you able to log into the account that you were trying to delete? If so, the best option is to change the email listed on that account to a different email of yours or a dummy email. This should then free up your primary email to be used on a new account.
After you've changed the email, you may want to try deleting the old account again. Make sure you don't log back into the account within 24 hours, as this will cancel the account deletion request.
