I'm confused about the parts below tan(pi/2 - B) = t/s

Take the small triangle where the pi/2-beta has been marked.

The remaining angle (that is not the right angle) = pi -(pi/2-beta + pi /2) = beta

Now tan(beta) = s / t

and s / t = tan(0.697) < given>

Therefore, beta = 0.697
