Generative art, data farming, and base64 encoding

Noticing a lot of problems with computer science section that were not there prior 2022.

1. There are new users posting generative arts (Orion)
2. There are new users creating help request that make no sense
3. Khan academies switch to graphql has made some users create servers that monitor all the post requests in the computer science section (man in the middle attack)
4. New users are bypassing safety features with base64 encoding

I really don't like it and would appreciate if a guardian would change the guidelines or something to clean house.
