Angle of complex numbers

I am currently in pre-cal and trying to understand how to calculate angles with complex numbers. I don't get it. For example, on problem 2.2, I did the first part right and got -31, but what I don't get is when it says, "we must add 180 to be in quadrant 2". What does that mean and also how do I know what quadrant is my answer in? Thanks!
