Wow, that's a really good question!

I use graphed data and linear best fit equations to determine correlations in scatter plots all the time, but I can't immediately think of a way to create an equation that has no correlation.  So my first suggestion would be: "make absolutely sure that you read the question correctly". 

But as I think about it some more, I can think of equations for data that wouldn't give any correlation between X and Y.  Try to think about an equation or formula where, is someone told you what the x-coordinate was, you would NOT be able to say for sure where the Y coordinate is. That sort of thing can indeed happen -- see if you can figure out an example.
