If a circle/infinity-gon has infinite sides and each add up to 360%. What decimal could an angle be assigned because if each were 0% that would add up to 0%, But if it were to be a number larger than zero it would add up to infinity%. Please help

In an infinity-gon each internal angle would be approaching a straight angle or 180 degrees. The important distinction here is that people aren't referring to the sum of internal angles, they are referring to the central angle.
Your second point actually comes up quite a bit in statistics where for a continuous distribution the probability of any actual result (e.g. P[x=2] is 0, and you can only look at the probabilities of ranges (P[1.5<x<2.5]).
