Request: Content Development HOWTO

Hi, 

I'm not a trained Courseware Development expert, and I know there are courses out there; but I'm curious what tools and methods the Khan developers use to create courseware.

Reason: I'm a person who provides on-the-job training in a quasi-technical field (in the government), and whose needs are small enough that they'd likely not meet a threshold for the government to purchase "big name" software and seat licenses.

I suspect the team here uses some free & low cost tools to develop courses, and maybe there's a common methodology used to go from concept to delivery.

It would be interesting (but perhaps very niche) to see a course on making courses.
