No, there would be no overlap...The venn diagram would look like this

(it doesn't really matter whether the circle representing those who have visited Italy is on the right or the left):
The blue part represents the people who have been to Italy but not to France while the yellow one represents those who have been to France but not to Italy. The green part represents people who have visited both the nations.

The question asks the probability that a person picked randomly from those 42 people has been to at least one of the two nations. So, we would do this: Number of people who have only visited Italy(the blue part only) + Number of people who have only visited France(the yellow part only) + Number of people who have visited both the nations(the green part only)...

The overlapping you are worried about would happen if you add the entire blue and yellow circles (the green area is a part of both the circles and hence would be added twice)...Then the green part would have to be subtracted once...
