While I would love to help, I'm a bit confused.  Fractions aren't inherently true or false, so I'm not sure if he's confused or I'm misunderstanding.

These are the standards (4.NF.1.1 is the first step for 4th grade fractions):

MAFS.4.NF.1.1 Explain why a fraction a/b is equivalent to a fraction (n × a)/(n × b) by using visual fraction models, with attention to how the number and size of the parts differ even though the two fractions themselves are the same size. Use this principle to recognize and generate equivalent fractions.

This deals with equivalent fractions, so maybe he's supposed to find out if it's equivalent to another fraction?
