The solution is given as the chance of getting 3, 15, 46, and 49 divided by the total number of possibilities of 4 numbers.

But - it is not clear that 3, 15, 46, and 49 have to be in that order?

Shouldn't the answer be 4! in 487635? As those 4 winning numbers could come in any order?
