I'm confused as to why the limits exist in these two scenarios?

Any insight would be most appreciated.

In this limt first of all simply the fraction as x-3/x2-9 = x-3/(x+3)(x-3) =1/x+3
Now apply the limt 1/3+3 =1/6 answer
