Can You Use Khan Academy in U.S. Embargoed Countries?

I am an Iranian who has been using Khan Academy for a while. I have to say that it is probably the best learning site that I know of, and I love it!
But of course, any US-based company must comply with applicable laws and sanctions. In the Terms of Service, I saw a paragraph prohibiting use of the Services in U.S. embargoed countries. That was clear.
But the main points of confusion for me are that:
1. The website still gives me access and doesn't block me, even though I am accessing the Services without any workarounds.
2. I saw in a Khan Academy Support page that people in China and Iran are able to access the services and that the site "should function correctly."
3. In General License D-2 legislated by OFAC, it is authorized to provide Iranians with services incident to e-learning (Khan Academy is an e-learning platform.)
These appear to contradict what the TOS allows. May I be provided guidance?
