How do we get the flag on top of the hat filled in on Course Mastery?

My daughter has just completed the 2nd grade course, and taken the course challenge. She got a 90% and the flag on top of the character's hat is not filled in yet. Do you have to get 100% on the course challenge to get the flag colored in?
