Was interviewing banned?

I have heard several claims that interviewing programmers for newspapers on the Computer Programming platform has been banned. Is this true? I have looked it up in the support center, and have heard nothing on the topic (that I know of).

The Guidelines state nothing on this, yet people are insisting that it is not allowed. Is this like an "unwritten rule"?

The Guidelines are so unclear, it is hard to know what is allowed and what's not these days.

- Social groups or clubs, or projects that generate social chats, and other posts not related to coding, in the discussion thread.
- Asking others to “vote up” a project.
- Garnering or receiving votes from a voting ring (groups of people who conspire to vote up each others’ projects). People who participate in voting rings will be banned from community activity.
