Can't child account projects be evaluated?

Recently, a question was posted by a user asking if there was a way to speed up the evaluation process. When I went to their profile see their projects, I found their Project: Fish Tank. The "evaluate" button was missing, but so was the message "This project has already been evaluated." Though the user had a full account, the project was made when they were a child account.

Is it really not possible to evaluate child account projects, or is this just a glitch on my end? If it isn't, shouldn't they become evaluate-able after the user turns 13? Will the creator have to redo the project to get it evaluated?
