Add parent

I have two children for whom I've created accounts that don't have an associated email, but for some reason, they are not in my children's list.  I have their log in information and can log into their accounts.  When I log in and go to settings and try to add myself as their parent using my email address, I click on "Send request to connect" and it brings up a dialog to log in again to verify identiy.  I enter my child's password and click on "Log in" 
The dialog closes, nothing else happens.  I never receive the email to confirm and they are not added as my child.

What am I doing wrong?
