Adding Assignments prior to adding students (create assignments for classes without students)

It would be very helpful to me if I could add assignments which would remain in the class and be assigned to any student who added my class. We use Khan Academy for summer math in our school.  I have students who add in all throughout the summer. As it stands I have to go in and reassign the skills every time a student adds the class. Ideally, I would like to be able to make a list of assignments to an empty class. Then as the students add the class, these assignments would be added to them.  They would be standing assignments for anyone who joined the class, regardless of when the joined.
