In addition to the "New project" button underneath all computer programming projects, you can also find all of the new program pages underneath the courses at this link: https://www.khanacademy.org/computing/computer-programming.

I know that I'm two months late, but in case anyone else comes across this post with the same question, you can create a new project with this link:
https://www.khanacademy.org/computer-programming/new/pjs
I bookmarked this link (ctrl+d on Chrome); that's what works best for me. Otherwise, you can also just find a random project that already exists (via the courses or browse projects) and press the "New Program" button to the right of the "Vote Up" button (the "New Program" button redirects you to the same link shown above).
