Why am I unable to create new comments on projects?

I turned 13 last month (and my birthdate is accurate), have been on the platform for over 3 months, have 87,900 energy points, and have a verified e-mail address. Despite this, the comment box will not show up under projects. I can only reply to pre-existing comments. I've tried to fix the problem myself multiple times, but it will not work. Thank you for taking time out of your day to read this, even if you are unable to help.

P.S. -- Is this more of a post for Bugs and Troubleshooting?

I'm having this problem too. I'm now 15 and I've never been able to comment under projects either. I know It's seven months late but did you ever fix your problem? And if you did, how? It's really annoying me.

[UPDATE]

I managed to fix my problem by changing my birthdate to a different one, saving it, and changing it back to my real one. Hope this helps anyone with the same problem!
