I think if you were rewarded for evaluating, say, 50 or 100 evaluations, you would obviously evaluate more projects. This would lead to more projects being evaluated and it not getting backed up. Also add a golden badge when you grade 1000 projects. What do you think? :)

Yes, but with thresholds which are powers of two.
