My best guess would be that the 6 at the end is meant as an exponent. In this case I'll assume the equation looks something like ((3u ^ 2) / v) ^ 6. (The "^" sign just means the next term is an exponent) If we use our exponent properties we can apply the exponent 6 to each term in the parentheses.
(3u ^ 2) ^ 6 can broken down into 3 ^ 6 * u ^ 2 ^ 6. Remember, an exponent is really just repeated multiplication, so 3 ^ 6 is really just (3) * (3) * (3) * (3) * (3) * (3) which equals 729. That's the answer to your question on where the 729 came from but I'll explain the remaining steps just in case it helps. The next exponent property we can use is the Power of a Power Property. When we have a term in the form a ^ b ^ c, we can rewrite it as a ^ (b * c). Using this rule we can rewrite u ^ 2 ^ 6 as u ^ 12.
