I need a general assessment that would allow me to figure out what functional level my students are capable of to build remedial skills. My students are special education Juniors and Seniors who I suspect are functioning at 2-4th grade level; however, I can't seem to find one assessment to figure out what "level" they are. Is there an assessment somewhere for this?

You pose a great question -- there's no automatic sorting mechanism that a student can use to quickly narrow in on what he or she should be working on in Khan Academy. You probably don't want to tell 11th and 12th graders "Hey, we're going to go do Khan Academy's Second Grader mission!" But there are a few more general options available here:

"Early Math" is really quite remedial -- it covers K-2 math.
"Arithmetic" is very broad -- from 1+1 all the way up to dividing decimals
"Arithmetic (all content)" is the same set of skills, but even more video content.
I think that's where I'd start your students, depending on how remedial you think their needs are. They'd do a "Mission Warm-Up" first to get some of the things they might find very easy out of the way, then quickly narrow in on the math that's at their skill level.
