In addition to Allison's comment, I'd like to clarify that the decision to close the forums to users under the age of 13 was made for safety (and legal) reasons. As of right now, Khan Academy does not provide any workarounds to this restriction.
Currently, the only way the under 13 learners can use the Questions and Answers section is to ask a parent or guardian to post a question for them. We also have a rich community of users, so they may be able to find that another user has already asked what they want to know (and that someone has answered).

To protect the privacy of users under 13 years of age, Khan Academy does not allow child accounts to participate in forum discussions. There is not a way for the parent to approve their child's account to be able to participate in discussions or post/answer questions. For more information on child accounts, please see this article and Khan Academy's Children’s Privacy Notice.
If your child wants to ask a question underneath a video, I recommend asking it from your parent account on their behalf.
