How can I disable "Start Over" but still allow students multiple attempts at taking quizzes?

Too many of my students are just hitting start over, rather than working through a quiz and then redoing the quiz.  Is there a way to disable the start over feature, but still allow multiple retakes. I feel that the multiple retakes are valuable, whereas the start over is allowing kids to find the correct answers and then redo the quiz.
