Area of Rectangle

I just saw a video where it was explained that the formula for area of rectangle is based on counting square units in it. For example, a 6 X 7 rectangle will have 6 rows of 7 square unit groups with overall area of 42 square units, If i have to explain this approach with  a 6.5 X 7 rectangle, How can I interpret the Area formula  with this rectangle?
