Wouldn't D be an incorrect answer as well? "there is more traffic than the current design of the road.." It is not the current design but the road that is accommodating the traffic. I understand that C is redundant (now currently), but it is a better answer, since it is the road as it is currently designed that is doing the accommodating (of traffic).

I would argue that D is the correct answer here (which I believe is also marked as the correct answer for that question). Both "the road" and "the current design" are nouns, so I don't think there's a problem with applying "accommodate" to either of them. The design of the road describes the properties of the road, so saying the properties of the road can accommodate the traffic and the road itself can accommodate the traffic are essentially the same thing.
Here's another example: A room may be large enough to physically hold a given number of people, but the layout (design) may prevent the given number of people from fitting in the room (due to large furniture, walls, etc.). Changing the "design" of the room, without changing the "room" itself (changing the layout without changing the physical size of the room), would allow the design to accommodate more people.
