Trial’n’error is not cheating. Cheating is copying someone else’s work. Failed attempts are by itself not indicative that you were copying someone else’s work.
Furthermore, at least when I was young, I often mistyped things and did not see the mistake. I submitted wrong answers by accident.
This is not to say that some rate limiting was bad, but the rate limiting should target automated activity, not humanly possible answers (e. g. the multiplication table exercises can be answered lightning‐fast).
