I feel that since populations and species are plural. I should be consistent with the evolves and say that they(the many animals or many of the species) all evolve.
Unless it's really safer to think. "He evolves" rather than "he evolve". Or compare, They evolves or they evolve.
It's because 'population' is the subject of the sentence, rather than species. 'of the same species' is extraneous so ignore extraneous phrases that are not needed when doing this type of stuff.
