Differences between the biology courses...

I believe it is in your best interest to go through Biology Library.  The units in Biology Library go into more details and info compared to High School Biology.  After you go through Biology Library, you can go through High School Biology to finalize what you learned in the library (but I would save that to have a quick review before I start the actual class in school).

Yes, the Biology Library contains the materials for High School and AP.

So bio Library is the combination of high school, middle school and Ap bio. If I wanted to learn the concepts of bio should I take bio library?

If my understanding is correct the Biology Library will teach you the basic concepts and more. If you access the class and select "Unit 1: Intro to biology, Welcome to biology!" there is a brief summary of what you may want to brush up on before starting.
